Dr. Mark Phelan is a Refractive and Cataract surgeon who has been with the Abilene Eye Institute for over twenty years. Raised in Michigan, Dr. Phelan earned his undergraduate and medical degree from the University of Michigan, completing his internship at St. Joseph Mercy Hospital in Ann Arbor and fulfilling his residency requirements at the University of Michigan W.K. Kellog Eye Center while serving as Chief Resident his final year. Dr. Phelan moved to Texas in 1994 where he began practicing Ophthalmology. Dr. Phelan is a Fellow of the American Board of Ophthalmology and the American College of Surgeons, as well as being certified by the American Board of Eye Surgeons. Dr. Phelan pursues photography, astronomy and woodworking. He spends as much time as he can with his wife and three children.
